In first screen you need to complete 4 steps:
1) for Email address enter:

3) for Reason for loading select: Buying goods
4) for Who pays the fee? select: Cardholder pays the fee
aftre that click on "Continue" button
On next page you need to enter credit card info and click on "Pay Now" button
After payment is done you will get script files and license key as soon as someone from payoneer team approve transaction. Usually it's in next 1-2 hours, and maximum can be in next 12 hours
